Suspect Arrested in Hospital ATM Skimming Case

A suspect has been arrested in connection with an ATM skimming scheme at hospitals in Fairfax County.

Ioan Cicio, 39, of Falls Church, was arrested Monday. Police believe he attached skimmer devices to an ATM at the Inova Fairfax Hospital Cardiac Care Center twice last fall, and another at Inova Fair Oaks Hospital.

More than a dozen customers have reported fradulent charges on their cards.

Police say they identified Cicio in surveillance videos involving a compromised ATM card in September. Authorities say the card -- which belonged to the Fairfax City Local 2702 Fire Association -- was illegally used to buy gift cards from a Home Depot and to buy custom-made carpeting and high-end faucets.

Other victims say their ATM card numbers were used to buy groceries and expensive coffees, and to get cash from other ATMs.

Skimming devices are typically placed over actual card slots on banking machines and often include a small video camera to record users entering their PINs.

Cicio has been charged with three counts of possession of credit card forgery devices, three counts of credit card theft, two counts of credit card fraud and one count of money laundering.

Police say they may make additional arrests. The investigation is ongoing.
