Cornerback E.J. Biggers was fined $21,000 for a helmet-to-helmet hit on a defenseless player last Sunday.

In the first quarter of the Redskins’ loss in Philadelphia, Biggers used his helmet to drive Eagles wide receiver DeSean Jackson out of bounds. Bigger was flagged for unnecessary roughness. Jackson was uninjured.

Biggers said he intends to appeal the fine.

Eagles defensive end Fletcher Cox, meantime, was fined $7,875 for shoving Robert Griffin III after the Redskins’ quarterback was out of bounds, also in the first quarter.
