Ballot and comments from AP Pro 32 panel voter Ira Kaufman of Tampa Tribune:

Week 10

IRA KAUFMAN (Tampa Tribune)

1. Atlanta Falcons - Halfway to perfection, with Michael Turner just getting started.

2. Houston Texans - Clearly the most well-rounded club in a watered-down AFC.

3. Chicago Bears - This marauding defense never rests - until it reaches the end zone.

4. San Francisco 49ers - Let's face it: they're going to rule the NFC West for awhile.

5. New York Giants - Yes, they'll win the division by default, but cracks are beginning to show.

6. Pittsburgh Steelers - After sleeping in a hotel lobby, they gave the Giants nightmares.

7. New England Patriots - Trading for Aqib Talib is a telltale sign of desperation.

8. Green Bay Packers - When the walking wounded return, look out NFC.

9. Denver Broncos - Mr. Manning will show Mr. Newton a few things Sunday.

10. Baltimore Ravens - Still in good playoff shape, yet something's missing.

11. Seattle Seahawks - Looking good, except for an 0-3 mark in the division.

12. Detroit Lions - Starting to stir, especially that dormant ground game.

13. Indianapolis Colts - Driven to succeed by the courage of stricken coach Chuck Pagano.

14. Tampa Bay Buccaneers - What will wondrous rookie back Doug Martin do for an encore?

15. Miami Dolphins - Can't seem to win the close ones.

16. Minnesota Vikings - Christian Ponder needs to find his September self.

17. New Orleans Saints - Taking down the Falcons would make quite a statement.

18. San Diego Chargers - When they don't beat themselves, they're tough to deal with.

19. Dallas Cowboys - Take away their gabby owner and the Cowboys would be irrelevant.

20. Washington Redskins - Mike Shanahan's postgame remarks won't play well in the locker room.

21. Philadelphia Eagles - Michael Vick's brother has some 'splaining to do.

22. Cincinnati Bengals - A four-game losing streak and an angry Giants team coming to town.

23. New York Jets - That frenzied Seattle crowd will be all over Mark Sanchez.

24. Arizona Cardinals - A week off to fix this dreadful offense.

25. St. Louis Rams - Winless on the road heading into Candlestick Park.

26. Buffalo Bills - This high-priced defense turned out to be counterfeit.

27. Oakland Raiders - Carson Palmer needed a rubdown after throwing 61 passes vs. Bucs.

28. Carolina Panthers - One day, they will remember they are a run-first offense.

29. Tennessee Titans - We are witnessing a historically bad defense in Nashville.

30. Cleveland Browns - When oh when will they find a legitimate quarterback?

31. Jacksonville Jaguars - Itching to win one for the home folks Thursday evening.

32. Kansas City Chiefs - The housecleaning in Arrowhead won't be a pretty sight.
